1. Do you need a Visa?
For the US citizens that do not intend to stay in the country for more than 90 days, a valid US passport will suffice. If you are staying longer, then you will need a Visa. Citizens of the European Union do not need a German visa to travel through/in the country. People from all the other parts of the world will need a valid German Visa to get into the country.
2. What is the best time to travel?
For those who love the sun, sorry, you will be competing for space with a lot of other people. The advantage of travelling to Germany during the winter months is that you find that the hotels are heavily discounted to attract customers. Besides, it is the best time to enjoy some winter sports such as skiing.

Germany is big and all the cities may seem overwhelming for the first timer. But a comprehensive look at what each city has to offer can help you make the decision faster. For example, if you love the nightlife, no German city beats Berlin. If you are more into making business deals, you stand a better chance in Frankfurt.
